What are you talking about? It's not like gambling, it's like marketing. He held a contest using Twitter as the medium. Apparently he's been doing it for quite a while. Seems like a reasonable way to increase Twitter followers, thereby increasing the Colts' advertising potential.
Companies hold contests all the time. Sending the prize money in cash is a little unorthodox, and maybe they didn't expect it to be such a public thing, but I can't see how anyone is harmed by this or why the NFL would care if an owner gives away his money in an effort to gain exposure.

I don't see how it brings the NFL brand down. To me it's just increasing visibility. Kinda weird the guy picked a random figure ($8500), kinda strange he shipped it in cash, and overall having an impromptu contest for that much money is just surprising, but I don't see anything wrong with it.
