I havnt missed DC since 97'......Private-Properties as you called them...have there own security....Ive never once seen anyone get arrested at DC off site camping ...not once!

so to answer your question...yes you get a free pass to do what ever...unless you are staying at on site camping....there are cops on patrol...

Plus, with all the current awesome soundchecks they've been doing lately, you have that opportunity going for ya, you can catch soundcheck. Off-site campgrounds, not so much. All of the off-site campgrounds are far away, imo.
